The “Chihuahua” That Never Was: From a Bald, Chained Pup to a Dog Named Roxy

Sometimes, cruelty doesn’t scream—it erases.

When Barbara Zuluaga came across a photo of a tiny, hairless puppy in Houston, Texas, she struggled to understand what she was seeing. The dog’s body was so thin, her skin so cracked and bare, that her breed was almost impossible to identify. With no fur and barely any muscle, she looked more like a fragile Chihuahua than anything else.

But appearances can lie—especially when neglect has stripped a life down to its bones.

The puppy’s name was Ziva. And she was not a Chihuahua at all. She was a Staffordshire Terrier mix—only eight months old, yet weighing just 12 pounds (around 6 kg). At an age when she should have been strong and energetic, Ziva was wasting away. She had been found chained to a tree, slowly disappearing into silence.

A Body That Told a Long Story

Ziva’s condition spoke of suffering measured not in days, but in months.

Her skin was ravaged by severe mange, hardened into thick, painful crusts.
Her body was dotted with open wounds caused by exposure and neglect.
Her paw pads were raw and damaged, likely from pacing endlessly at the end of a chain.

But the physical injuries were only half the story.

Ziva was emotionally shattered. She trembled when anyone came near. She avoided eye contact, shrinking into herself as if hoping to vanish. This was a dog who had learned that humans brought pain—and that hope was dangerous.

The Foster Who Changed Everything

Barbara knew Ziva needed more than a shelter kennel. She rushed the puppy to a veterinary clinic, hoping someone would see what she saw—a life worth saving.

That someone was Stephanie Williams, a veterinary technician.

One look into Ziva’s frightened eyes was enough. Stephanie couldn’t bear the thought of this puppy returning to a cage. She opened her home and her heart, offering Ziva something she had never known before: safety.

For the first time in her life, Ziva experienced simple miracles.

Eating from a real bowl instead of scavenging.
Sleeping curled up on something soft and warm.
Climbing onto a couch, unsure at first, then settling in.

Day by day, Ziva began to heal. The angry skin softened. New fur pushed through—not the light coat of a tiny breed, but the thick, healthy fur of a Terrier. Slowly, the “ghost” everyone mistook for a Chihuahua began to look like a real dog.

A New Name for a New Life

As Ziva grew stronger, interest in her adoption grew too. But Barbara knew this wasn’t a dog who could go just anywhere. She needed someone patient—someone who understood that emotional scars don’t fade as quickly as physical ones.

That person was Cassie Rogers.

Cassie had experience working with dogs who had known hardship. She felt an immediate connection to Ziva’s story and knew she was ready to commit—for life. This past weekend, Ziva traveled to Fort Worth, Texas, to meet her forever family.

With that journey came a new name: Roxy.

The Dog She Was Always Meant to Be

Today, Roxy’s life looks nothing like her past.

She sticks close to her new mom, following her from room to room.
She plays confidently with larger dogs, no longer afraid.
She gives kisses freely, her tail wagging where fear once lived.

The chain is gone. The mange is gone. The silence is gone.

Roxy’s story is a reminder of what neglect tries—and fails—to destroy.

Potential can be hidden beneath suffering.
Fostering can be the turning point between life and death.
Trust, once broken, can still be rebuilt.

Roxy will never be tied to a tree again. She will never be mistaken for something she isn’t. She is no longer invisible.

She is loved.
She is whole.
And she is finally home. 🐾
